Actually the problem was because of some broken packages.
I did this-opened up synaptic package manager and selected "Custom Filters"
(bottom left) then "Broken" that displays broken packages with a red box, I
uninstaled them, now it works fine.

I've got the same problem on an old Tyan S2463UNG w/dual Athlons running
Intrepid. Although this mobo has Adaptec SCSI, no SCSI drives are
installed. The box has two IDE DVD/CD drives and a Promise TX4 w/3 SATA
drives. I also upgraded to Intrepid from Hardy.
rootdelay=40 apparently solved the prob
Note: All of the computers are totally and completely different; i.e.
none from the same manufacturer, with the same motherboard, or with the
same CD/DVD RW's in fact some are not even DVD, and or write supported.
