Upon further analysis the current ubuntu version has a package name
which does not match its soname (libtorrent11 contains
/usr/lib/libtorrent.so.9.2.0). This means that it would satisfy
rtorrent's libtorrent11 dependency without providing the correct soname.
I will roll a patched version of rtorre
Actually, hold off on this sync for a moment - the debian experimental
packages have too weak versioned dependencies. I'll roll a fixed version
in a moment.

P.S. The reason I'm noticing this bug again is that I'm working on
packaging a new version of my "zbase32" package, and I have to keep this
ugly workaround code in my setup.py to work-around this elisa-0.3.5 bug.
(Even though zbase32 has nothing to do with elisa.) This work-around
code is current
I examined this patch, and it looks right:
http://bazaar.launchpad.net/~philn/elisa/elisa_fix_test_suite/revision/678?start_revid=678
Please apply it to the 0.3 branch of Elisa. As a reminder, the reason
why anyone cares about a simple issue like this in an ancient release
like elisa 0.3 is that
0.8.4 packaging is available in debian's experimental branch; as
detailed in the comments in bug #211910, debian's maintainer does not
want to ship the development branch, and has apparently recently put it
into the debian experimental repository.
As such, please sync from
http://ftp.de.debian.org
See bug #280494 for rtorrent

Public bug reported:
Some time ago, ubuntu made the choice to upload rtorrent and
libtorrent's development branches; resulting in a split from debian (see
comments in bug #211910). Now debian has packaging for a more up-to-date
version on the same upstream branch in their experimental distribution
