Its a similar problem, (resolv.conf no longer a symlink) but I think its
related to running the openvpn manager and bailing out half way through
a vpn setup.
Apologies I dont have anything more conclusive, but I do recall it
breaking resolv.conf and thus DNS which I manually fixed.

Confirmed - it also causes the installation of vsftpd to hang
indefinitely on my test server.

/etc/init/vsftpd.conf contains an error.
the line
%MYDOMAIN\\domain^users ALL=(ALL) ALL
is not obligatory, but it allows the domain users to sudo.
I tried again in another lucid alpha2 installation.
Same result, i can reproduce it every time.
Which other log files can i check for investigate more ?

Unfortunately the PIN is not set automatically as in Karmic, so there is still
a regression from the perfectly working solution in Karmic to one where you
need bandaid via cutecom. As this bug affects a large roll out of several
thousand machines, I'll leave the bug open for further
