Even when heavily loaded, the frequency of all CPUs stays at 1200 MHz
with scaling_governor is set to ondemand and scaling_max_freq set to
3067000 (as they are by default). Setting scaling_governor to
performance makes CPUs run at full speed (3067 MHz).
