failing to install for some reason, which prevented emacsen-common from
configuring. I was able to fix this by purging xemacs21 and emcasen-
common, then reinstalling emacsen-common BEFORE xemacs21. In order:

I use update-manager for my upgrades, not software-center. Does the same
issue apply?
The synaptic backend also causes trouble, since it uses a
--set-selections interface that, like dpkg, does not support keeping

Have been using various ubuntu versions now for 3 years always on
