for me as well, without causing any noticeable problems. What is this
file for, and why does its presence cause this issue, I wonder?

The command giving errors is 'debmany'.
When trying one of the examples from the man of debmany ('debmany 3dchess'),
there is a missing dependency (dialog) that's not satisfied when the package is
installed.
Running the example gives errors in the shell:

I don't think they cause the bug, but to be sure you can delete them, either
via command lines or via the Advanced option -- Restore EFI backups option
of Boot-Repair.

Kubuntu should boot normally without any problems.
