When I suspend my notebook all the usual sequence happens until the
screen is black. Now when I want to resume from suspend, nothing
happens. The screen stays black and the system is deep-frozen. I can
only turn it off by long-pressing the power button and then boot it

Thanks for linking to the Debian bug. According to the discussion there,
this is a bug in openssl and not in bind9. It seems likely to me that
this will not get fixed in Ubuntu until it is fixed in Debian.
