The patch in question was included in (Debian) eglibc 2.17-7.
Testing Debian 7.0 with libc6 2.17-7 I find that the status is -2 if no
nameserver

pygopherd is installed and started during autopkgtest of squid3 [1] as
part of the test depedencies. But the run never ends until pygopherd is
stopped/killed.
The service should ever be stopped as part of the test cleanup, or
autopkgtest should kill all the remaining children

can't you just restore the CCPANELDIR= part of r229 without the local
install? there is a .pc in g-c-c to get that directory, just do:
CCPANELDIR=`pkg-config `
...
ccpaneldir = $(CCPANELDIR)
that should work if I'm not overlooking something?

I'm the maintainer of the Swedish package in Debian. Swedish is the name
of the Swedish dictionary in Debian and Ubuntu inherits from Debian so I
guess I'm the maintainer (or co-maintainer) of Swedish in Ubuntu too.
