The culprit is the upgrade of boto from 2.3.0 in 13.04 to 2.9.6 in 13.10. To
fetch userdata, cloud-init relies on a utility function
from boto.utils, the URL building method has changed in boto and now includes a
trailing slash. I've reported the bug upstream, but manually constructing the
