I noticed this slowness from Ubuntu 13.04 onwards. 12.04 was a lot better though no speed demon. From 13.04 to 14.04 the transfer starts more or less ok and then slows, almost stops dropping down to about 600kb/s, then speeds up again to about 3 mb/s flucuating up and down from 1.2 mb/s to 3 mb/s.
