I was able to set nm-applet for startup & it detects a very strong signal of my
home wi-fi [D-Link].

I have the same issue with a different webcam.
I would like to add, that VLC fails to open the cam out of the box.
However, I found that the following command opens the cam just fine (only a few
Input/Output errors, but the image is fine):
vlc -I dummy v4l2:///dev/video0 --video-filter scene --n
Another way that makes it work in VLC (but not Cheese) out of the box is
running:
LD_PRELOAD=/usr/lib/libv4l/v4l1compat.so
and then running vlc
This will output a bunch of errors, but the video works.

I think that was just a mis-understanding. I think you suggested that
*both* these should be in LD_LIBRARY_PATH:
/lib/$multiarch
/lib
Thanks for confirming, we are seeing the same behavior. I think this is
actually a bug in the rxvt package in Ubuntu and not a bug in rlwrap.
The attached C program is a minimal example that queries the size of the
controlling terminal in the same way that rlwrap does. Running this
program in rxvt
