Given all this informations, it seems that the DB is generated too early
(when APT hasn't updated it cache yet) or without internet connection at
all. The desktop isos bring some cache files with them, so there is no
issue.

Problem solved for me after removing Recent Documents from menu.
I have several fuse mounts in fstab. Only after a document from one of
these mounts is in Recent Documents the delay while
Installed the suggested upstream kernel, and the bug also affects it. So
I marked the bug with the tag bug-exists-upstream.
Also tried to install the latest Utopic kernel to test with it. Test
failed: the Utopic kernel did not recognize not only the usb drive
attached through the expressCard
More investigation shows that this is actually a Unity bug. The black
screen you are seeing is the lock screen but Unity doesn't have a lock
screen when in guest mode. The lock screen is triggered when you switch
users via the indicator.
You can also trigger this by typing alt+ctrl+L inside the
tests ran: 278, failed: 22;

Even for the newest Ubuntu, even on memory rich high end systems
sporting fast SSD drives, the system can be driven into long time
swapping state with unresponsiveness (jerky mouse movements or no
movement at all, no reaction to clicks and keypresses) easily by naive
everyday
I am facing the same problem on the Swisscom network. New MMS messages are
re-delivered daily for up to seven days. Text messages alone work fine.

And based on my comment in #14 the tests that I said currently fail:
lxc-test-unpriv
lxc-test-autostart
lxc-test-usernic
are also trying to download an arm64 image that, AFAICT at the time of
writing, does not exist.
So, given that lxc-test-apparmor does work on my trusty install:
My personal workaround if I know I am doing something risky in respect
to memory usage is to disable swap. The unresponsiveness than still
kicks in (why is that either?) but the oom killer invents and bring down
the runaway application and restores system usability, or the
application kills itself
Thinking about it, it reminds me Douglas Adams' description of Arthur
Dent ordering a decent cup of tea, thereby rendering the spaceships'
computer busy and unresponsive for space navigation purposes.
