Also in bios-legacy, halt command works completely to shutdown.
Prior to this, in bios-legacy, 'halt' hangs and does not reboot.

Yeah I agree this is a duplicate of the bug. Since I had pitched up an SRU
proposal for this, what's the best course of action. The duplicated bug has
multiple patches attached to it but nothing's

Marking this is confirmed against the Ubuntu Cloud Archive for Kilo,
Juno, and Trusty which are still supported from the Ubuntu perspective
and is known not to include the os-brick library dependencies.
Certainly, the testing for the change to os-brick needs to be verified
that the problem is fixed
