Another piece of information. I just reinstalled Ub 16.04 from yesterday's
daily version. I started w/ RJ45 connected and finally I got wifi from my box.
After reboot w/o RJ45 connected, same story, no wifi again !

and caching of the by-hash indexes. I'm also able to install and update

I have done some more testing:
1.) I removed all the i386 packages, used for skype and google-earth and did a
'do-release-upgrade -d' -- and it worked.
2.) I rerun the 'do-release-upgrade -d' with the i386 packages still installed
and it failed. with systemd being affected.

This isn't a simple problem at all.
The new naming scheme from systemd makes it so that these specific
devices (USB dongles) get their MAC address encoded in the device name,
which brings it up to a length of 15 characters + \0; so 16 bytes. This
happens to also be the size limit for interface nam
