I am having similar issues on 16.04. My wifi keeps dropping and I have

I just realized that I didn't have the htpasswd command.
I installed apache2-utils, then the bug did not occur.
So the problem could be solved by just making it depend on
apache2-utils.
The configuration script for backuppc package should probably, however,
check if the htpasswd command

So actually, fontconfig does not cache conf files at all... it caches
fonts but not conf files...
fontconfg needs support to also cache the result of the parsing of the
xml config file parsing. It seems a low priority effort for less than a
35ms improvement in startup.

Had the same issue with a VirtualBox Ubuntu Mate 16.04.
I upgrade kernel to version 4.6.3 and for the time being the issue is gone.
