So there is some impedance mismatch between is-system-running and
Type=idle -- apparently the idle unit already starts while the above
Scott and I debugged this further, and the best hint so far is bug

we invested quite some time to get rid of all i18n on these images to
make them as small as possible ... so hopefully this wont come back
(after all the embedded images are not typically used constantly by
endusers but drive some embedded system instead ... we should have the
ability to ship i18n
i dont think using 20+ MB for such a tool is reasonable (1-2MB or even less
would be...)
but given that the constant RAM occupation is gone for now at least ...

This has been fixed last month, and is available in the current release
in xenial (snap remove --revision ...; see man snap). Also, a garbage-
collector was implemented to keep only one revision prior to current one
and remove older ones.

i just found out that kernel 4.2.0 is no longer supported for ubuntu
14.04 LTS. I will update the system and report back.
