I tried to verify this with trusty server image on a laptop, everything
act as expected before step 6 (except that stuff like desktop startup,
suspend on lid close can't be tested with server image). After that it

I started seeing this message:
AppStream cache update completed, but some metadata was ignored due to errors.
on one machine on the 23rd November 2016. I would expect this to be a seperate
issue. I cannot reproduce it right now, if I am able to do so later I will
try and raise a new bug.
@Eric: I tested your patch, unfortunately it does not work in my
scenario. dh_systemd_start modifies the snapd.postinst and the boot
hangs while waiting for multi-user.target. Please consider applying my
patch.

I found where it is managed today. While it is not upstream it comes in
in various ways.
This all is abit complex as smb started a task to rely on upstream
profiles, to one day drop much of the delta. But since it is WIP it is
currently in a complex states.
Commit 0d34fbabc13 is upstream, so setting this to "Fix committed", too.
