This is fixed in MAAS the issue is still in the Xenial images. That is
why cloud-init is still marked Confirmed for Xenial as it has not been

Just to confirm, this bug does not exists with the Yakkety? If that is
the case, there is another commit there that fixes this bug, since
yakkety does in fact contain commit 14de6c44d.
