I've tested this now in a 16.10 VM, and I can't verify this SRU because
I can't confirm the buggy behavior. Adjusting the journalctl command

This is the same issue as in #1435823 where after a (re)boot, the
/var/run/mysqld directory isn't created, causing mysqld start to fail.
Solution (actually a workaround) is to create the /etc/tempfiles.d/mysql
file.

I have this problem on Ubuntu 16.04. Not only the system becomes very
slow, but also the USB transfer speed is horrible. From USB3 port into
USB2 drive it goes down to 2-3 MB/s

I double checked a few times. Joseph's test kernel boots fine for me,
while the default kernel from the repositories still hangs with the same
BIOS settings.
Are you guys sure it's still the same issue that's preventing a
successful boot on your systems?

@Sutupud- Thanks, it helped me with RT5370 wifi adapter on 17.04. But on
the downside it won't do real-time scan for available wireless networks
any more.
@Other users facing this problem on 17.04 - just replace "wlan3" in
solution provided by Sutupud with network interface name- use "iwconfig"
