This is a side-effect of the comparatively little work that was put in
livecd-rootfs to make this work. We should use the graphical splash from

If the mainline kernel does not fix
I built the next test kernel, up to the following commit:
61b9a047729bb230978178bca6729689d0c50ca2
The test kernel can be downloaded from:
http://kernel.ubuntu.com/~jsalisbury/lp1686636/61b9a047729bb230978178bca6729689d0c50ca2
Can you test that kernel and report back if it has the bug or not? I
tests ran: 10, failed: 0;
http://kernel.ubuntu.com/testing/4.8.0-52.55~16.04.1-generic/rumford__4.8.0-52.55~16.04.1__2017-05-03_12-35-00/results-index.html

to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.11 kernel[0].
If this bug is fixed in the mainline kernel, please add the following

If the mainline kernel does not fix
Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.11
Thanks Stéphane,
I can agree to the decision and forward that statement to reports I get for
individual packages.
In the case the need/severity of those issues ever passes a threshold this can
be reconsidered but that will be on you and the security Team again then.

If the mainline kernel does not fix
Acknowledged; this was just out of scope to getting functionality for
the tech preview. We definitely need to look at branding.

After further investigation on IRC the following points were raised:
1. Non-vcpu threads in QEMU weren't being isolated. Libvirt can do this
using the domain XML element. The guest can create a high
load if some QEMU threads are unconstrained.
2. The wait% CPU stat was causing
