First, Intel wifi driver seems to hang on 4.10 after a couple of days of
use. The connection drops, everything which uses network hangs or can't
reconnect, and then random processes hang and ultimately the system
freezes.

rounding +0 actually means yesterday. So while +/-0*24 is surely 0 we know that
in the special case +0*24 is actually a day.

On further investigation it turns out that one large difference between
my x86 system and the arm64 system is they way the vga arbiter is
operating in the kernel. This means that the vga card isn't labelled as
the "boot vga" card, which affects how it's picked up by X.

yeah -a lso maybe the username is a red herring and the configfile is the
actual issue.
You can follow [1] a bit.
And also consider the env vars of dpkd-maintscript-helper and dpkg.
So in your case likely something like:
DPKG_DEBUG=1 DPKG_MAINTSCRIPT_DEBUG=1 dpkg -i
