I too am affected by this bug.
It is intermittent for me, and not immediately reproducible, however I
was able to reproduce it and grab some journalctl lines via SSH if it is
at all helpful.
I should also add that I have set gnome-tweak-tool -> Power -> Suspend
when laptop lid closed -> Off
And
journalctl -f via ssh, showing opening and closing the lid while in this
"frozen" condition.

Hey, as discussed in IRC on #ubuntu-desktop, I'm happy to help out with
any SRUs and maintenance where I can :-)
If Ubuntu stays on 0.11 for bionic, assuming there are no regressions
the SRU process, I'm right in saying SRU process would allow for bionic
users to upgrade to 0.12, or 1.0 at a later

Accepted libgcrypt20 into xenial-proposed. The package will build now
and be available at
https://launchpad.net/ubuntu/+source/libgcrypt20/1.6.5-2ubuntu0.4 in a
few hours, and then in the -proposed repository.
Please help us by testing this new package. S

To clarify for any observers, here's my understanding:
Ubuntu doesn't ship with a FIPS kernel by default.
If a user does use a FIPS enabled kernel, then libgcrypt20 detects this
and activates its own FIPS mode.
libgcrypt20 in Xenial's FIPS mode requires using /dev/random, which
I had the same issue on Kubuntu 18.04 and uninstalling libglvnd0 fixed
it for me.
Note: this is a clean install from yesterday and I don't have a NVidia
card in my laptop, so its all Intel.

I confirmed that Artful and Bionic already contain commit
903e48531e8b5d414c8f1960eacac24c31f60344, which was included in mainline
as of v4.8-rc8.
The commit is not in Xenial, so I built a Xenial test kernel with a
cherry pick of it. The test kenrel can be downloaded from:

Hi all, If can help I experience right now tha same issue. As said by
Christopher M. Penalver (penalvch) in post #15 this don't seems a crash indeed
some fuctions work anyway, but, in my case, I got only the classic red
upper-popup that say there's a communication problem with the source.
