I have three systems of which two show this problem.
Two systems are ASUS "All-in-One PC ET2230I". One is an ACER All-in-
One PC Aspire C24-760.
All were installed from Ubuntu 16.04.1 and have been updated to the
latest patch sets as of 2018/04/14.
The ASUS systems do not boot with 4.13.0-38.
Bump.

Sorry no can do. I ended up wiping the computer and reloading with
Ubuntu Mate 17.10. Everything ran and loaded correctly. I appreciate the
help I just did not have the patients to wait.

When setting it to "Familiar", I get no panels.
When setting it to "Cupertino", I get errors loading applets with no
name.
Other layouts have similar issues.
Sometimes, it creates a duplicate instance after changing it.
Setting it to "Mutiny" does work.

17.6 is in bionic now. Generally, these kind of reports of new upstream
versions being available are generally not very helpful. The devs in
Ubuntu and Debian do follow the going-ons upstream on their own without
these kinds of reports. We appreciate your desire to make Ubuntu
