Just tried with a fresh installed Ubuntu SERVER 18.04.1.
The interface now got renamed but IP address is not applied, both static and
DHCP.
If I run "netplan apply" just after reboot+login, network interface is
configured correctly (again, both with static/DHCP address).
It looks like this issue has been fixed by Seth in bug 1789566
I tried to run the ubuntu_cts_kernel test on a KVM node and it passed.

- our own testing on Bionic was good
- we had user feedback that it is actually used
- we had positive user test feedback
- further review of the suggested changes did not find issues (as long as the
blacklist approach is used as in Bionic)
