Oh. On second thoughts I think you might have made a mistake.
I think more likely the fix came from the reintroduction of the Intel
Xorg driver:
Install: libxcb-randr0:amd64 (1.13.1-2, automatic), xserve
Could you please try some older kernels (like 4.18) to see if the
problem is caused by the new kernel in Ubuntu 19.04?

Specifically, instances of:
