You don't know PC architecture well. Your chip is natively connected to
PCIe.
My USB chip has PCI/PCI-X bridge to PCI and it is completly different
initialization procedure - not similiar to yours.

In ubuntu 19.04 with emacs 26.1, typing "M-x auctex" is not a valid
command. This is reproducible even starting as "emacs -q". I've also
tried evaluating (load "auctex"), which returns true, but the command
"auctex" remains unavailable.
