My opinion is the same as I stated it in comment 18. I think there's a
risk that a latent problem might be exposed by running autoreconf and
changing the build configuration. I think such a problem is unlikely to
be triggered by a regular SRU or a security update, since they will
generally patch

Accepted neutron-fwaas into stein-proposed. The package will build now
and be available in the Ubuntu Cloud Archive in a few hours, and then in
the -proposed repository.

I ran the following (I already set grub to default to 4.15.0-20 unlessI select
an alternate);
git clone git://git.kernel.org/pub/scm/linux/kernel/git/stable/linux-stable.git
-b linux-5.4.y
cd linux/
wget
I can confirm that proposed version 5.3.0-25.27~18.04.1 of the kernel
works fine (no KP, boot OK, shutdown Ok, everything work).

This randomly started happening on 18.04.3 on WSL, but @pujanm's fix did
the trick!
