daily PPA but it's pretty clear that the symbols still need appropriate
mapping. The Debian build has some it for the 2.1.0 build they started.
It's clearly some kind of backwards compatibility logic but I'm unclear
on intent.

This is a newly created device so that was no formatting, but later on it was
CPFMTXA formatted under z/VM but the result under Ubuntu installer was the same
indicating 0B.

I experiencing the same problem. My two Ethernet interfaces does not get
renamed. I want to accomplish the following.
eth0 => eth1
eth1 => eth0
Basically switching names between the Ethernet interfaces.
I had the same exact setup on 18.04 which worked.
