I'm guessing a common cause of this bug is low quality HDMI cables. If you're stuck at 1080p then that suggests the cable is only HDMI 1.2. To achieve 1440p at 60Hz you will need an HDMI 1.4 cable. And to achieve 2160p (4K) at 60Hz you will need an HDMI 2.0 cable AND a modern GPU to plug it into.
