it is internal (sigh).
KDE policy is that frameworks must not break abi.
Note that I/we will be doing frameworks 5.91 with that in fairly soon
anyway. Embargoed tars to packagers on 5th Feb, release on 12th.

There is no backlight control for desktops with external monitors.
Although in Xorg sessions you can use this to simulate it:
