As reported above, I tried deleting ../efivars/dump*, but even after a
reboot, the ../vars/dump* directories remain. Worse, the
../efivars/dump* files returned.
I repeated the deletion of ../efivars/dump* and again rebooted. On
second reboot, those files are gone, along with the ../vars/dump*

preinst check that kernel revision < 255 now does more harm
Confirmed because I watched it happen over a shared screen on Michael's
computer. Cannot reproduce on similar setup using 3x1080p monitors, so
this does indeed seem to be resolution-dependent.

I noticed that every time we have a controller reboot, the glance units (all
three) return with glance-api service stopped, and the charm complains about it
being stopped when it should be running.
