This issue doesn't reproduce on 22.04 Live server image, its
'/usr/lib/systemd/system/systemd-networkd.socket' is same with 22.04
Desktop image, so looks like shutdown.target in systemd-networkd.socket
is not the root cause. I think the systemd dependence is quite different
between Desktop and Serv

This is probably not a bug at all since most laptops only have the Intel
GPU wired to the laptop screen. So to disable i915 is to mostly disable
the laptop screen.
I suggest instead of pursuing this bug we should fix the i915
"flickering problem". Please re-enable i915

that we still need both versions. We don't want to remove Python tools
like numba, for the release, introducing a regression itself, but still
