It was probably the 'mirror replication delay', now it is correctly
installed after an "apt update" and repeating the above command "apt
install brz-debian/focal-proposed" that previously failed.

AFAIU support for pulling in dtbs from the kernel snap is already in
snapd. We've recently also fixed a problem with AppArmor profile that
blocked access to the GPU device, perhaps that's related. The PR that
contains the fix is https://github.com/snapcore/snapd/pull/11822

Here's the vulkaninfo. I got lucky, since the entire GUI hung shortly
after (don't think it's related to running this specific command
though).
Reverted the Wayland (GDM) change, so it's stock behaviour. And yes, I
switched back to stock config and kernel.
Will try to USB live version shortly.
This issue is still existing after the fresh installation on raspberry
pi 4 8GB desktop.

Performing verification for Jammy.
For some reason hibernation just refused to work on any Xen based
instance type, but it works fine on KVM based instances, such as c5, t3
