request AER control when it doesn't advertise ASPM support (see

stub-resolver, also create a symlink /etc/resolv.conf ->
/run/systemd/resolve/resolv.conf. This is not actually necessary because

Test
reopening as per comment #8. @Sebastian, I suggest you disable
whoopsie-path instead "systemctl disable whoopsie-path" and then reboot
to get a clean "systemctl --failed"
