Ok, turns out it's not a version issue but a config issue:
CONFIG_INTEL_IOMMU_DEFAULT_ON=y is what causes the problem. The reason
that 6.6.18 from the mainline ppa is good while 6.6.19 is bad is that
the former has this disabled while the later has it enabled:
% diff -u0 /boot/config-6.6.1*-generi
After applying the patch above, one of the two error message has gone:
dell_wmi_sysman: Unable to run on non-Dell system
But the other error message still occurs:

There's a very clear possibility that blender is not yet built with
Wayland support (https://bugs.debian.org/cgi-
bin/bugreport.cgi?bug=1033199), but that bug references an old version.
I think the best thing here is to report it upstream since this is a
package that is synced unmodi
gnome-shell-extension-desktop-icons-ng_47.0.11-3_all.deb is the version
in Oracular, not in Noble. That's why it does work for you.

https://pypi.pub.build.mozilla.org/pub/ python-dbusmock==0.32.2` (the
command from the CI log in comment #27) fails on my local machine too
with the same error. Not sure why it behaves differently from `pip
install python-dbus
So, how should such a package installed ?

I think so.. I don't remember why we added `--no-use-pep517` in the
first place, it looks like it might have been to improve performance? If
so we could alternatively back that patch out.

No work has been done or planned here afaik,
But yeah, if I'm understanding the situation, `--no-use-pep517` is just
a bandaid to allow our outdated infrastructure to chug along a little
while longer. But at some point someone is going to have to do the
actual work of updating our tooling to mode
