I had similar issue. In my case, the laptop (Galaxy Book 4, which has
dual boot with original Windows OS provided by Samsung by default)
stopped charging due to a setting in "Samsung Settings" app in Windows,
which limited batery charge to 80% in order to preserve battery life.

I understand that the [signed-by=] option wasn't something python-apt or
other libraries/tools could handle. As I mentioned, my sources weren't
migrated during past upgrades either (because of the signed-by option
which I added in 2022).
The difference is that during past upgrades my sources would

Unfortunately, in my application, I cannot link against dynamic zstd library -
I'd have to stick with the static one.
I started seeing this error only with this version of zstd library. On Ubuntu
22.04, if I install zstd via "apt get libzstd-dev", the static library we get
is built with -fPIC fl
