Testing a current daily (plucky) image of Ubuntu server for raspberry
pi, I noticed that cloud-init's ssh_import_id facility is now failing as
it's being attempting before the network has been brought up.
Reproduction case:
* On a supported model of Pi (Pi 3 onwards, roughly)
I don't think there is a strict requirement to get this backported to Oracular,
as it appears craft tools care about the latest interim release (plucky) for
pre-release testing, so I'm closing the backport MP.
