I experienced the same: 25.04, fresh install:
It seems the notes are there but Gnote doesn't list them.
If I want to create a new note with the name of the note that I know exists, it
doesn't allow me to create a new one because it already exists. But there is no
way to show the note itself.

I don't think it's totally fixed in 25.04, but it might be for some
people. Because Mutter 48 added some hysteresis to how it handles
display events, so it won't get tricked into waking up as much as
previous releases.
