This is actually a bug, not a question.

The touchpad on Dell XPS 13 9343 sometimes behaves strangely on SOME
applications (eg nautilus, evince etc), but NOT chromium for example. It
produces clicks when being touched to move (nautilus), or drags the
document instead of just moving the pointer (evince).

Disabling Tap to Click from unity-control-center actually doesn't
resolve the issue, clicks are still being produced on affected
applications

Workaround: Disable then re-enable the touchpad from unity-control-center, or 
run the following commands:
 
$ xinput set-prop "DLL0665:01 06CB:76AD UNKNOWN" --type=int --format=8 "Device 
Enabled" 0
$ xinput set-prop "DLL0665:01 06CB:76AD UNKNOWN" --type=int --format=8 "Device 
Enabled" 1
