After many month of having this problem I finally found a solution that
is working for me:
I changed /etc/default/grub, having now these two lines:
GRUB_CMDLINE_LINUX_DEFAULT=quiet splash acpi_osi=Linux
GRUB_CMDLINE_LINUX=quiet splash acpi_osi=Linux
Backlight is working fine with the hotkeys and
My kernel is 3.8.0-23-generic

I had fixed the problem in Ubuntu 12.08 but it came again in Ubuntu
13.04.
With this

I have a brand new dell xps 13 (L321X). I downloaded the kernel from the
Sputnik project but it didn't solved the problem of the backlight.
