->The bug occurs for instance when running `docker build`.
How to get rid of this bug (
the issue Richard describes also applies to GCP and Azure instances.
The netplan configuration is not re-generated if the mac address changes
and is hardcoded with a `match: { mac: address}`. So if a image is
created the newly spawned instances do not have network enabled on their
main interface.

Well, it is not just "Arch Linux default". What happens here is that
recent systemd upstream (and therefore Arch Linux, too) sets
fs.nr_open=1073741816 by default. The commit that introduces this is
