Against convention, our company is using .local as the internal DNS TLD.
As mentioned in #8 and #13 above, /etc/resolv.conf was symlinked to

I just observed this on a laptop using network-manager-vpnc-gnome.
The DNS is correctly received via vpnc and added to NetworkManager, but

I just ran into the same issue testing the release upgrade from 15.10 to
16.04 in a Docker container.
I started the container with
docker run -ti ubuntu:15.10 /bin/bash
and then installed ubuntu-release-upgrader-core and tried the upgrade,
and hit exactly the same problem.

The hang in setupcon may be a red herring. I saw this on a machine (HP
DL160 Gen9) with a FakeRAID controller (HP Dynamic Smart Array B140i)
which isn't supported (yet).
I tried to install 14.04.2 LTS from USB media, and it got stuck at 76% (Running
live-installer-console-setup).
After switching
I see the same problem using two machines running trusty amd64. However,
in my case the remote system was configured to prompt the user for
confirmation to allow incoming VNC connections. You may want to ensure
this is not the case.
