Found the cause here.
In /usr/share/themes/Ambiance/metacity-1/metacity-theme-1.xms:
Section frame_style name=normal_focused
geometry=frame_geometry_normal
shadow radius is set to 8.0 just like in normal_unfocused. I changed it
to 24 instead which gives the intended behavior.
