Yes, the problem is still there with linux 2.6.30-rc8. With
udev-141-1.1, I get a similar udevadm output as Christian Mallwitz. With
version 141-1, udevadm lists only the events with SUBSYSTEM=block and
omits those with SUBSYSTEM=scsi.

I have the same problem with Xubuntu 9.04 amd64: I used the alternate
install cd to manually select an encrypted partition as root and use a
separate partition as /boot. The installer erroneously prefixed the
kernel and initrd paths with /boot.
