It actually wasn't broken, so you're right. The reason I made this assumption is that I was also switching the login manager during this installation process, and I just guessed that something would be left in an intermediary state. While that was partially true, I was able to reboot and continue

I'm also looking for a fix for this. I did a apt-get install kubuntu- desktop this morning and it busted my package manager. I expect that if I try to reboot the machine it's going to fail, since it failed midway in installing KDE. Any workarounds, or at least rollback instructions available?
