When installing Kubuntu 10.10 and newer using a preseed file I noticed
that there is no UI presented to the user. X is up and there is a
pointer, but no UI. I dug into the code and came across this line:

Ubiquity is supposed to forgo the reboot prompt when ubiquity
ubiquity/reboot boolean true is listed in the preseed file. This is
not happening. The cause is because the new ubiquity/poweroff tag was
added. If I also include ubiquity
