I'm getting the same problem, and it is even more problematic since
KillDisconnected and DisconnectedTimeLimit are not implemented... After
a while I'm not able to login anymore, since the maximum number of
session is exceeded, as stated in xrdp-sesman.log

I have the same bug, but a NVIDIA card, with nvidia proprietary drivers.
Btw, I noticed that it happens whenever the screen saver is locked (password
required).
I do not use any OpenGL screen saver, just the analogical clock screen saver.
I always used kwin --replace as a workaround

Even if I agree with your reasons, actually the bug doesn't affect only
kdm, but also gdm, so I'm not sure that kdebase-workspace is the correct
place to move it.
