Same problem here. Same laptop (Dell Inspiron 1420). Using the laptop's Fn key in combo with the up arrow does nothing, using it with the down arrow will dim the dispay. Overlay will show same behavior (brightness progress bar won't go up, but will go down.) Going through power manager gives proper
