It seems an error in /etc/environment caused this error:

Just for clarification: by Screen is locked I assume Arjuna means that
user needs to type password to unlock, not that the system freezes. At
least that is how it appears on my ThinkPad W530.

This bug originated from the line in /var/lib/dpkg/info/console-setup.config:

which evaluates the result of the `locale` command. Because of my changes to
/etc/default/locale to get norwegian measurment, papersize etc working without
