In these listed cases, it would be 2C that does not run chef-client. By
default, the omnibus installer is simply there to install and setup
chef, not to execute it. It's still up to the user to do an initial
execution once everything has been configured

run only happens when install_type is set to gems.
Expected behavior: No matter the install_type, an initial `chef-client`

Ubuntu 11.10 (Oneiric) was recently added to the auto build system on
opensuse, but the packages built are not executing correctly after
install. When running a simple 'holland bk', no plugins load correctly,
so backups fail:
# dpkg -i holland-common_1.0.6-2_all.deb
Without the quota modules, a server cannot have data quotas per user on
the filesystem. This effects all versions up to Oneiric. When a person
uses any kind of quota restriction whether it's manual, or via an
application such as Plesk or CPanel, it will not work since these
modules are missing.
This is still the case in oneiric:
$ wget
http://us.archive.ubuntu.com/ubuntu/pool/main/l/linux/linux-image-3.0.0-11-virtual_3.0.0-11.18_amd64.deb
$ dpkg -x linux-image-3.0.0-11-virtual_3.0.0-11.18_amd64.deb .
